Project Overview
The Houston Arts Resource Council (HARC) created a permanent artistic Owl Prowl around the city of Houston by commissioning six original stainless steel metal sculptures from Winona artist Howard Tomashek. Each sculpture features a different species of owls native to the Midwest and was installed, along with bases and informational plaques, in highly visible locations outside of various public and private establishments in town. The Houston Nature Center has a list of owl species found in the Midwest to depict: Great Horned, Great Gray, Snowy, Barn, Burrowing, Screech, and Short-eared. The Houston Nature Center wrote the text for a brochure of the tour that HARC created, allowing visitors to easily locate the sculptures within the city limits and learn about each owl in greater detail. The brochures are available to the public free of charge at Houston City Hall, the Houston Public Library, the Houston Nature Center, the bank, grocery store, and local coffee shop. The map, photos, and text published in the brochure will be used to promote the Owl Prowl in a separate publication entirely devoted to events and activities of the 2015 International Festival of Owls.

Proposed Measurable Outcome(s)

Installing six new original art pieces around town for the beautification and enrichment of the community and change in the environment of approximately 1,000 people who live within the city limits. Houston will keep track of public comments at the library, at city hall, and the nature center to get a clear view of how the sculptures are regarded. Houston will measure how many Owl Fest booklets and brochures about the tour are picked up by individuals over the course of various lengths of time. Houston will count the number of time new books and DVDs about owls purchased as part of the in-kind grant contributions and added to the library's inventory are checked out. Distribution of the questionnaires will go live just prior to Owl Festival Weekend 2015 and the unveiling of the sculptures.
