This project is for a contract with Emmons & Olivier Resources Inc to develop Total Maximum Daily Loads (TMDLs; a federal clean Water Act requirement) and a Watershed Restoration and Protection Strategy (WRAPS) report for the for Mississippi River - LaCrescent and Winnebago River watersheds.
Replace restroom building & maintenance garage south of the Chalet Rd. parking lot with new restrooms that meet ADA requirements and new maintenance/trash/recycling building, including demolition of existing structures, retaining walls, soil corrections, associated stormwater management improvements, landscaping, lighting, concrete driveway & sidewalk connections, utilities, furniture, fixtures, equipment, turf restoration, surveys/permits, signage, plus design/engineering/legal & contingencies
The purpose of this project is for North Saint Louis Soil and Water Conservation District to continue to assist with the Minnesota Pollution Control Agency's watershed approach and development of the Watershed Restoration and Protection Strategy (WRAPS) reports in the Rainy River-Headwaters and Vermilion River Watersheds.
RESPEC will use the Processing Application Tool for HSPF (PATH) to construct the remaining 22 Scenario Application Manager (SAM) projects. SAM assists in understanding watershed conditions, and identifying priority areas and BMPs that will provide the greatest water-quality benefits for each dollar invested. The value of the tool is in its simplification of complex hydrologic and water quality model applications into transparent estimates of the significant pollutant sources in watershed.
A total of 62 grade stabilization structures and 13.5 miles of continuous berms will be constructed and become a permanent part of County Ditches 9 and 10. An additional 100 acres of buffers will be seeded beyond those required by law. Together these practices will reduce peak flows into the county ditches, provide better erosion control, reduce sediment, improve water quality and reduce future drainage system maintenance costs. The project will reduce 595 tons of sediment per year from the CD 9 & 10 watersheds to the Rabbit River. This is 18 percent of the Rabbit River TMDL goal.
This project will produce a final Total Maximum Daily Load (TMDL) report and Watershed Restoration and Projection Strategy (WRAPS) reports for the Winnebago and Mississippi River – La Crescent watersheds including the drafting of public notice versions of the reports, responding to comments during the public notice period and producing the final TMDL and WRAPS reports.
Improving stormwater management in Grand Marais is a priority for the community. The Cook County Comprehensive Water Plan identifies water quality and quantity concerns related to residential development include increased runoff from roads, parking areas, roofs, etc. into Lake Superior.
A family dairy farm in the shoreland area of Lake Miltona has a liquid manure storage area that is not up to standards due to sandy soil and a high water table, increasing the likelihood of groundwater contamination. Lake Miltona is connected to the Alexandria Area Chain of Lakes and ultimately the water ends up in the Long Praire River. Groundwater impacts to the Long Prairie River have the potential to be significant.
Manage appropriations to DNR to pass through to recipients in compliance with accomplishment plans and state grant management policies. Coordinate the Technical Evaluation Panel responsible for evaluating habitat restoration projects.
Provide continued contract management and customer service to OHF pass-through appropriation recipients. Ensure funds are expended in compliance with appropriation law, state statute, grants policies, and approved accomplishment plans.
Appropriations to non-state entities must be made through a formal contract with a state entity that manages all of the funds for the project on a reimbursement basis. This appropriation to Minnesota's Department of Natural Resources (DNR) funds the expenses incurred by the DNR in contracting, contract management, and expense re-imbursement for most of the Environment and Natural Resources Trust Fund appropriations made to non-state entities, including new projects funded during the biennium and existing projects funded in previous bienniums.

Legacy funds allow the Minnesota Zoo to expand our field conservation and educational programs with a focus on animals and habitats closely aligned with Minnesota’s cultural identity.
The Riley-Purgatory-Bluff-Creek Watershed District and the City of Eden Prairie are working together to implement projects to remove Lake Riley and Rice Marsh Lake from the impaired waters list. One key emerging issue is to evaluate potential internal phosphorous loading within stormwater ponds in the lakes? subwatersheds. This project will also use updated pond data from the city?s intensive pond inspection program to identify other phosphorus reduction opportunities. The proposed assessment will quantify formerly undocumented P loading to Rice Marsh Lake and Lake Riley.
This project is for the implementation of Best Management Practices (BMPs) that are effective at abating nonpoint source sediment runoff and E. coli to impaired waterbodies within the Plum Creek Watershed. BMPs will include on farm practices such as no-till farming and cover crops as well as structural practices within the watershed which includes 24 Water and Sediment Control Basins (WASCOB), 8 grade stabilization structures, and 2 miles of streambank stabilization monitoring. Implementation practices in this plan will work toward achieving water quality standards for both TSS and E.

The goal of this work order is to make additions and enhancements to the Scenario Analysis Manager (SAM) tool best management practice (BMP) database and the methodologies used for the application of the BMPs.
The goal of this work order is to collect and process the watershed specific files needed to create the Scenario Application Manager (SAM) project files to apply the SAM software in selected major watersheds in Minnesota where an Hydrological Simulation Program – FORTRAN (HSPF) model has been developed. This work order will also involve technical support for the SAM users who are applying the SAM projects.
This project will continue the development of a Pre-Watershed Restoration and Protection Strategy (WRAPS) assessment, evaluation, community outreach and involvement, and development project that will provide for a comprehensive and more successful watershed restoration approach.
This program acquired, developed, and added 638 acres to the state Wildlife Management Area (WMA) system. These lands protect habitat and provide opportunities for public hunting, trapping and compatible outdoor uses consistent with the Outdoor Recreation Act (M.S. 86A.05, Subd.8).
