This Phase 1 project will support project planning, coordination and civic engagement/outreach components of the Mississippi River (Headwaters) Major Watershed project. Phase 1 of this project will focus towards the development of project teams, identifying stakeholders, developing an initial civic engagement strategic plan and reviewing current and past watershed project data.
The goal of this project is complete a dataset necessary for assessment of 6 stream sites and 11 lakes within the Mississippi Headwaters Watershed to determine the overall health of its water resources, to identify impaired waters, and to identify those waters in need of additional protection to prevent future impairments.
The Mississippi Headwaters Watershed Comprehensive Plan area is located in north-central Minnesota, stretching from lake Itasca in Clearwater County to Lake Pokegama in Itasca county. The Watershed comprises five counties and is 1.2 million acres, of which 53% is publicly owned. The most significant land cover in the watershed is lakes and wetlands (46%), followed by forests (42%). The following actions for plan issues will continue to maintain high-quality resources and improve declining resources.
The Mississippi Headwaters Board in partnership with The Trust for Public Land and the Minnesota Board of Water and Soil Resources, assisted by 8 County Soil and Water Conservation Districts, will continue to permanently protect critical shorelands and wildlife habitats along the first 400 miles of the Mississippi River. Fee title acquisitions and conservation easements on priority lands will create and expand contiguous habitat corridors/complexes and reduce forest fragmentation from development to benefit fish, game and non-game wildlife, and migratory waterfowl.
The DNR has been charged by the legislature to develop rules that protect and manage the Mississippi River Corridor Critical Area (MRCCA) for natural resource, economic development, transportation, historic preservation, and other values. This project engages stakeholder groups in a public process to balance regulatory protections with local flexibility and control.

These milestones will include the completion of the Stressor ID & Watershed Monitoring and Assessment Reports, the completion of the Zonation Modeling watershed priority planning process (through the continuation of the Civic Engagement project component), and the development of the overall WRAPS report.

Through the ML2015 Mississippi Headwaters Habitat Partnership appropriation, we permanently protected 1,923 acres of wildlife habitat in the quickly developing Mississippi Headwaters area. These accomplishments exceed the appropriation goal by 209%. Utilizing both fee-title acquisition and conservation easements, the partnership protected 10 projects, totaling over 11 miles of shoreline along the Mississippi River, its tributaries and nearby lakes.
Jumping worms are an invasive, exotic that poses a threat to forests by removing soil organic matter and seedlings. It is necessary to develop IPM tactics for mitigating jumping worms.
Minnesota Legislative Society will expand the Model Legislature program to Central Minnesota through St. Cloud State University by bringing in local elected officials to participate as legislators in the process. It will incorporate caucus meetings and involve students as lobbyists. The Model Legislature event engages students directly by: working in committees that mirror standing committees of the Minnesota legislature; debating, amending, and voting on bills in committee; debating and sending to the governor for the program.
Update the state's 20-year-old native plant community classification guides to incorporate new data; streamline user application and access to products; and increase connections to evolving climate and vegetation trends.
Moody Lake is the headwaters of the Comfort Lake-Forest Lake Watershed District northern flow network, and as such, its water quality sets the stage for downstream waters, particularly Bone Lake, Comfort Lake, the Sunrise River, and ultimately Lake St. Croix. A multi-year diagnostic and implementation feasibility study was conducted in the Moody Lake watershed to prioritize nutrient sources, target cost-effective BMPs, and estimate the measurable phosphorus reductions that will be achieved through implementation of these projects.

Trees usually die as a result of infestation and an unprecedented outbreak in the west is currently decimating pine forests there. While mountain pine beetle is not presently believed to reside in Minnesota, there are risks posed by an expanding species range resulting from warming climate and the potential for accidental introduction via lumber imports from infested areas.

The M requests funding to create a Native Arts Partnership Council that will guide the expansion of our Native Arts Initiatives. Consisting of key Indigenous artists, elders, and educators, the group of 7-10 individuals will represent the diverse tribes and tribal demographics of the region. Members of the council will be invited to engage in a process of co-creation that will work to deepen our focus on Native Arts and launch an ongoing Native Arts Council that is Native- and community-led.

This project will replace a conventional 32 foot wide neighborhood street with a narrowed 22 -24 foot wide street that will include rain gardens, sidewalk, and boulevard trees. North St. Paul is using the term Living Streets to describe a new type of street that will eventually replace most of the city's existing streets. Living streets are narrower and have less pavement than existing streets. Reducing the width of existing streets reduces construction costs and assessments to residents. It allows room for the installation of rainwater gardens to treat stormwater.
Northern white cedar wetland plant communities provide unique ecological, economic, and wetland functions, including high value timber, long-term carbon storage, winter refuge for deer and other wildlife, wildlife habitat, and thermal buffering for brook trout streams. However, these plant communities have been declining in Minnesota for decades mostly as a result of development impacts. The Minnesota Board of Water and Soil Resources is using this appropriation to continue efforts aimed at improving the quantity and quality of white cedar wetland plant communities in Minnesota.
This appropriation allowed the permanent protection of 887 acres in western Minnesota. These properties included 664 acres of remnant native prairie, 76 acres of associated wetlands complexes, and 8,500' of streamfront. For this phase we originally planned to protect 740 acres with a minimum of 375 native prairie. Both targets were exceeded - 120% of total acres and 177% of native prairie acres.
This proposal requests renewed funding for a new integrated process with potential to promote nutrient removal/recovery and renewable energy production at rural municipal and industrial wastewater treatment plants (WWTP).
