The purchase of conservation easements—restrictions on land use that protect natural features while keeping land in private ownership—has proven to be an effective means to protect land at a lower initial cost than full state ownership. However, once an easement is purchased there are ongoing stewardship, monitoring, and enforcement responsibilities necessary to ensure the terms of the agreement between the easement holder and the landowner are met.
This program will protect and restore 700 acres of new wetland wildlife habitat in wetland complexes in Minnesota through fee title acquisition. Title of all lands acquired will be held by the State and designated as Wildlife Management Area open to hunting, trapping, fishing and compatible outdoor recreation uses.

Since collection of digital easement data within the Minnesota Board of Water & Soil Resources (BWSR) first began in the late 1990's, every effort had been made to keep the database accurate and complete. However, over a decade later, and with over 5,000 easements and growing, it became prudent (particularly with the advent of more advanced technology) to reexamine, update, and enhance that database.
The number of people from other cultures and languages is increasing in Minnesota. It is important that they learn the behaviors that will help Minnesota preserve and enhance its natural resources. Yet, communicating and effectively interacting with people across cultures to change behaviors on natural resources, conservation, pollution prevention and stewardship is challenging. Most environmental information is designed for reaching native English readers. Translating and printing information often does not reach the intended audiences, who are often part of an oral culture.
Overall Project Outcomes and Results
The 2004 LCMR Parks Study and the 2003-2008 State Comprehensive Outdoor Recreation Plan (SCORP) recommended better coordination among Minnesota's outdoor recreation providers. This project addressed these recommendations by engaging public and private outdoor recreation leaders to transform better coordination into shared knowledge and practices.
Native trout require clean, cold water that usually originates from springs, but the springs feeding the 173 designated trout streams in southeastern Minnesota are under increasing pressure from current and expected changes in land use. This joint effort by the University of Minnesota and the Minnesota Department of Natural Resources is working to identify and map the springs and the areas that feed water to these springs and to learn how these waters might be affected by development and water use.
Minnesota Trout Unlimited enhanced in-stream and riparian fish and wildlife habitat in and along coldwater streams located on public lands and Aquatic Management Areas. We completed all 9 projects originally proposed and three additional. Contracting efficiencies and leveraging of other funding allowed us to add two habitat enhancement projects in southeast Minnesota and another segment on the Sucker River in northeast Minnesota. We enhanced 10 more acres of habitat than originally proposed and increased leverage by $121,700 (67%).
The Minnesota Department of Natural Resources is using this appropriation to purchase 35 acres, with 0.6 miles of shoreline, along the Vermillion River in Dakota County to be managed as Aquatic Management Areas. Priority will be given to lands that have a high risk of development, provide protection to shoreline and riparian zones, and allow access for anglers and habitat improvement projects.
This project will educate the local residents of the importance of groundwater protection and provide financial assistance to those who need to properly abandon their unused well. This project will also support the upgrade of nonconforming sewage treatment systems to reduce nutrient contributions to groundwater and surface water through groundwater permeation.
Pheasants Forever provides coordination, mapping, and data management for the Habitat Corridors Partnership. Funds are being used to coordinate the partnership, guide strategic outreach and implementation efforts, manage project data, and provide reporting and mapping of accomplishments.
This program will not only expand an existing WMA by 252 acres for public outdoor recreation (e.g. hunting, fishing, etc.) but it will also protect the viability of the WMA into perpetuity through 634 acres of permanent conservation easements. This project focuses on the Little Nokassippi River Wildlife Management Area (WMA) which was established in 2006 complements to the Army Compatible Use Buffer (ACUB) program and the support from Crow Wing County and the Minnesota Department of Natural Resources (DNR). The WMA is situated within a very critical area of the Camp Ripley ACUB.

The United States Environmental Protection Agency requires the Minnesota Pollution Control Agency (MPCA) to carry out the Total Maximum Daily Load (TMDL) program in the state of Minnesota. Minnesota has an abundance of lakes and river reaches, many of which will require a TMDL study. In an effort to expedite the completion of TMDL projects, the MPCA has decided to construct watershed models. These models have the potential to support the simultaneous development of TMDL studies for multiple listings within a watershed.
The project consists of two initiatives: soil health outreach and a street sweeping study. These two initiatives will support further prioritization and targeting for nutrient reduction in the watersheds. The goal of this project is to increase implementation of soil health practices across the watersheds and adjust street sweeping schedules to reduce stormwater nutrient loading to surface waters.
The Minnesota County Geologic Atlas program is an ongoing effort begun in 1982 that is being conducted jointly by the University of Minnesota's Minnesota Geological Survey and the Minnesota Department of Natural Resources (DNR). The program collects information on the geology of Minnesota to create maps and reports depicting the characteristics and pollution sensitivity of Minnesota's ground-water resources.
The Whitewater River is one of Minnesota's most scenic and best loved rivers. The Whitewater's pools are home to brown, brook and rainbow trout, making the river one of the state's most popular trout fishing areas. Yet, water quality is of concern. Abnormal rainfall events in Southeastern Minnesota have increased stormwater runoff which equates to increased flows, erosion and sedimentation into the Whitewater and other local streams like the Zumbro River.
We protected 22.3 miles of trout streams and 1.3 miles of lakeshore via easements (585 acres in total), and 7.4 miles (504 acres) of lakeshore through fee-title purchase. We enhanced shoreline habitat on 524 acres of riparian land, and instream habitat on 3.1 miles of trout streams and 0.5 miles of warmwater rivers.
Waste streams often contain unutilized resources that if properly extracted or otherwise utilized could be used to provide additional sources of renewable energy or other benefits. Wastewater is one of the primary candidate waste streams because of its nutrient content and researchers have been developing technologies such as microbial fuel cells and algal-based biofuel production in order make use of these nutrients.
Appropriations from the Clean Water Fund allow the Minnesota Department of Health to expand and improve the way groundwater and drinking water protection is implemented at the local level. In 2015, $300,000 was allocated to update wellhead protection areas within groundwater management areas. From 2016 onward, funding will be dedicated to the Groundwater Restoration and Protection Strategies (GRAPS) initiative which will provide groundwater and drinking water information and management strategies on a HUC 8 watershed scale.

Minnesota's native prairie covered about 18 million acres at the time of the public land surveys (1847-1908); currently less than one percent remains. This multi-faceted prairie project was designed to increase conservation of native prairie and provide tools for long-term management and assessment of this rare resource. Project results addressed:
The proposal was to accelerate the protection of 1,275 acres of prairie grassland, wetland, and other wildlife habitat as State Wildlife Management Areas open to public hunting. However, over the course of the appropriation, we acquired 10 parcels for a total of 1,498 acres which exceeded our total acre goal of 1,275 acres by 223 acres. Breaking down acres by ecological section we exceed our acre goal for the metropolitan area by 97 acres.

The DNR needed comprehensive information about its conservation easements in a centralized database and an agency-wide plan to monitor and enforce the easements.
The program accelerated the protection of 550 acres of prairie grassland, wetland, and other wildlife habitat as State Wildlife Management Areas open to public hunting.
This phase of WMA acquisition protected 1802.55 acres of prairie grassland, wetland, and other wildlife habitat as State Wildlife Management Areas open to public hunting. With these 16 acquisition we have exceeded our planned acres of 1362 by more than 400 acres. Breaking down acres by ecological section we acquired 282 acres in the metro and 1520 acres in the prairie. We have a balance of $52,798 of grant funds and $81,837.48 in program income that will be returned despite exceeding our acre goals.
