This project will obtain spatial and long-term pollutant load information from the Root River watershed in Southeast Minnesota. To accomplish this, the Fillmore Soil and Water Conservation District (SWCD) will assist the MPCA with water quality monitoring and annual pollutant loading calculations. Approximately 25 grab samples will be collected/site/year at 5 sites within the Root River watershed (totaling 125 grab samples/year). Annual load calculations for each site will be determined using the FLUX32 model.
This project will work with the MPCA to conduct watershed pollutant load monitoring at four sites in the Chippewa River watershed and one site in the neighboring Pomme de Terre River watershed . The Chippewa River Watershed Project (CRWP) team will also aid the MPCA in measuring and comparing regional differences and long-term trends in water quality. The goal is to collect quality data and complete load calculations for the five sites using the MPCA's established protocols.
The goal of this project is to develop a stream restoration opportunities matrix for the Amity Creek watershed, which will prioritize the various protection and restoration options in the watershed for the Minnesota Pollution Control Agency (MPCA) and local partners.
This project will complete a Total Maximum Daily Load Implementation Plan for the watersheds of Big Sandy and Minnewawa Lakes. This restoration plan will provide pollution reduction and watershed management strategies that are developed with input from stakeholders in the watersheds.
This project will develop a watershed approach plan, including impaired waters allocations, for the Mustinka Watershed, located at the headwaters of the Red River of the North, in western Minnesota, lying partly in Grant, Stevens, Ottertail, Big Stone, and Traverse counties. The watershed approach plan will set water quality goals for the watershed, recommend allocations for achieving total maximum daily loads where waters do not meet state standards and are listed as impaired.
Funds are to be used to protect, enhance and restore water quality in lakes, rivers and streams and to protect groundwater and drinking water. Activities include structural and vegetative practices to reduce runoff and retain water on the land, feedlot water quality projects, SSTS abatement grants for low income individuals, and stream bank, stream channel and shoreline protection projects. For the fiscal year 2012, BWSR awarded 12 local governments with funds.

The goal of this project is to develop and complete the Watershed Restoration and Protection (WRAP) process and report, while also enlarging and sustaining a public participation process that encourages local ownership of water quality problems and solutions (civic engagement).
This project will place the Cedar River watershed on a sustainable and clearly understood implementation process for comprehensive water management. All people living in the watershed and all groups operating and managing land in the watershed, are responsible stakeholders in the effort. Objectives for this phase of the project include:
1. Develop a comprehensive watershed restoration and protection strategy.
2. Continue development of a more coordinated and comprehensive citizen participation process.
The goal of the Chippewa River Watershed Protection project is to protect unimpaired areas of the watershed. This will be accomplished through education and outreach with landowners and through implementation of best management practices.
This project will complete a comprehensive and sustainable Major Watershed Restoration and Protection Strategies report for the Chippewa River, its tributary streams, and the many lakes in the Chippewa River watershed that is understandable and adoptable by local units of government and residents.
On behalf of the Metropolitan Council, Environmental Financial Group Inc. generated a matrix of water conservation programs with detailed information about the costs and benefits of the programs. Tools were also developed to allow users to calculate potential water savings, estimate program implementation costs, and test the effects of various water conservation programs and rate structures.
This project will build upon existing planning and implementation efforts already taken on in the project area. The collection of existing information will be used to complement water information in support of a more successful and sustainable water quality improvement and protection implementation program. This will be achieved by active civic engagement activities throughout Phase I of this project.
This project will support the collection and analysis of sediment core samples, from each of the five bays ( Little Traverse, Big Traverse, Muskeg, Sabaskong and 4-Mile Bays), to ensure adequate characterization of the P fluxes from deposited sediment and equilibrium P fluxes from re-suspended sediment.
This project will provide fiscal resources for South St. Louis County Soil and Water Conservation District (SSLCSWCD) to participate and lead efforts to attain geomorphic data sets, dissolved oxygen assessments, culvert inventory, and civic engagement activities in three major watersheds, Nemadji River, South Lake Superior and St. Louis River. This work is currently being worked on as a part of the MPCA’s Watershed Restoration and Protection Planning efforts.
This project will set water quality goals for the Minnesota portions of the watershed, recommend allocations for achieving total maximum daily loads where waters do not meet Minnesota state standards and are listed as impaired, and recommend management strategies for those Minnesota waters meeting state standards. This project also recognizes that as monitoring continues in the watershed, additional impairments may be identified.
This project will support Minnesota's condition monitoring strategy through the collection of water quality data on streams and rivers in the Nemadji River watershed. The Nemadji River watershed is located in southeastern Carlton County and northeastern Pine County. Water quality samples will be collected primarily during weather-related events that affect stream flow such as snowmelt and rainfalls.
Fish Lake is a headwater of the Watonwan River. The lake is a regionally known fishery due to its unusual depth >20', lack of a mud bottom, and a naturally reproducing smallmouth bass fishery. The watershed has many tile drainage systems that are a source of nutrients to the lake. Woodchip bioreactors will be installed to reduce nitrogen from all tile outlets entering Fish Lake. This will help achieve the goal of a 40% reduction in Biological Oxygen Demand (BOD) in the Minnesota River.
BWSR will administer funding to eligible County projects that provide funds and other assistance to low income property owners to upgrade or replace Noncompliant Septic Systems. BWSR will also manage annual reporting completed by each County.
This project involves the water quality monitoring of, and data analysis for four major watersheds (8-digit Hydrologic Unit Codes) in the Rainy River Basin. This monitoring will assist in providing the water chemistry data needed to calculate annual pollutant loads for the Major Watershed Pollutant Load Monitoring Network (MWPLMN) and provide short term data sets of select parameters to other Agency programs.
The purpose of this project is to develop a framework to implement best management practices (BMPs) on ditches in headwater areas utilizing a partnership between drainage staff and the Greater Blue Earth River Basin Alliance (GBERBA). By replacing failing side-inlets with an alternative design, we can make strides towards our water quality and water quantity goals. The alternative inlets serve to prevent sediment and phosphorus from washing downstream and the design can also alleviate peak flows by temporarily storing stormwater.
Mower County has completed the first phase of their county-wide imminent public health threat inventory and are currently in the process of phase two. This project will fund the third phase which will allow Mower County to inventory over 1,400 sites and remove an anticipated total of 230 imminent public health threats from discharging to local waters or to ground surface.
The Knife River is a popular trout fishing river along the North Shore of Lake Superior. In 1998, it was listed as "impaired" by the MPCA for turbidity (being too muddy). The Koochiching County SWCD staff will collect water chemistry and field parameters at specific times to determine amount of contaminant load into each stream. These sites will coincide with locations where stream flow data is also being collected. This project will focus on watershed load monitoring in both the Big Fork and Little Fork River watersheds.
Improved levels of civic engagement and community participation in support for the Watershed Restoration and Protection Strategy (WRAPS) processes in the St. Louis River, Lake Superior South, and Cloquet River Watersheds. Monitoring plans and compiled field data will be provided and summarized that will aid in the future completion of Total Maximum Daily Load Reports (TMDLs) in these watersheds and in the Lake Superior North Watershed.
This project will gather watershed data necessary for the development of a Watershed Restoration and Protection Strategy to maintain or improve water quality within the LoW Watershed; and establish project and sub-basin work groups and/or focus groups to guide the MWRPP process.
The purpose of this contract is to augment data collection efforts for the St. Louis River (SLR) Watershed Restoration and Protection Strategy (WRAPS) and for four impaired Duluth beaches. For the SLR WRAPS, activities include: attaining datasets for watershed stressors and geomorphic conditions, water quality gap monitoring, and a civic engagement component. Impaired beaches activities include: collection of field observational data, field water chemistry, and water quality samples for analytical analysis.
Beginning in June 2019, the St Louis River Watershed will start the second round of the Watershed Restoration and Protection Strategies (WRAPS) process. This project helps the Carlton County SWCD (SWCD) initiate a broader citizen participation process in the Watershed. The SWCD staff will be enabled to create a greater degree of public interest in and awareness of the general health of the Watershed. This work will create the foundation for greater citizen involvement in the planning and implementation of restoration and protection activities in the Watershed.
This project will include analysis of existing and newly collected water quality data to verify the impairments on the currently listed reaches and to determine the status of the remaining river reaches as being either impaired or currently meeting standards. Stakeholder involvement and public participation will be a focus throughout the Watershed Approach Project. The project provides an opportunity to assess and leverage the capacity for the local community to engage in the process of watershed management and to adopt protection and restoration practices.
This project will identify areas for potential Best Management Practice (BMP) placement and identify strategies to strengthen social capacity and effectively engage citizens in development of the upcoming Watershed Restoration and Protection Strategy (WRAPS) report.
The Mustinka River winds through five counties in west central Minnesota and empties into Lake Traverse, a border waters lake with excellent fishing and recreational opportunities. For several years, sections of the river have been negatively impacted from too much soil/sediment eroding from the land and washing away into the water. Excess sediment degrades aquatic habitat and feeds algae blooms.
This project continues a 2011 Clean Water Fund collaborative effort to develop a plan to reduce the amount of sediment washed into the river.

In 1982 the Pomme de Terre River Association Joint Powers Board was formed to begin addressing this issue. In 2002 the Pomme de Terre River was placed on the Impaired Waters list for turbidity. This project is a continuation of a 2011 Clean Water Fund project.

For many years surface water quality within the watershed has been a concern to local government, and in 1982 the Counties and SWCDs within the watershed area formed the Pomme de Terre River Association Joint Powers Board to begin addressing this issue. In 2002 the Pomme de Terre River was placed on the Impaired Waters list for turbidity.The project partners are collaborating to improve surface water quality within the watershed with a grant from the Clean Water Fund.
The project’s first phase includes development and implementation of a sampling plan to investigate stormwater quality within impervious areas; soil borings to determine the soil type; a topographical survey to determine drainage patterns and infrastructure locations; and data gathering of existing infrastructure. A season-long stormwater quality monitoring program will monitor stormwater within the drainage areas that flow directly to the storm sewer, including monitoring of roof runoff and overland flow to determine potential pollutant sources and mitigation options.
This project will provide land and water managers in the Red River Basin with data and online tools to prioritize actions on the landscape that achieve water quality objectives identified in local and state plans. This will help identify strategically important locations for implementing erosion control and water management practices. Standardized watershed-based data products will be integrated into a web-based planning tool which will be added to the Red River Basin Decision Information Network (RRBDIN) being developed as part of the Red River Watershed Feasibility Study.
Water quality and flood damage reduction goals can't be accomplished without reducing flows and taking a targeted approach to the upper most reaches of the most critical waterways. Water and sediment control basins are eartern structures that retain water and have been identified as one of the best tool for measured success in reducing peak flows. For this project, basins will be targeted and implemented in the Upper Cedar River Watershed, specifically in the Dobbins Creek Watershed.
The primary purpose of the project is to reduce soil loss from fields, improve the water quality of Roseau River Watershed District Ditch #3 by eliminating sediment deposition. This project will reduce maintenance costs along the ditch system by installing 29 sidewater inlets. The project will be a team effort with the Roseau County Soil and Water Conservation District and private landowners located along the ditch systems.
TMDL project in the Root River Watershed that will support surface water assessment, analysis of data, interpretation of southeast Minnesota's karst landscape, stressor identification, TMDL computation, source assessment, and implementation planning.
Phase 1 of the Roseau River Watershed Restaration and Protection Strategy (WRAPS) project will focus on planning and coordination among project partners, creating a civic engagement strategic plan, holding a watershed kick-off meeting, gathering and summarizing available watershed information and data, and developing a data gap monitoring plan.
