The goal is to develop the Watershed Restoration and Protection Strategy (WRAPS) and a public and stakeholder participation process that encourages local involvement in water quality discussions and solutions, identifying impaired waters, developing Total Maximum Daily Loads (TMDLs); and planning, setting priorities, and implementing the WRAPS recommendation to restore impaired waters. Phase II of the WRAPS will consists of developing TMDLs for the impaired reaches as well as developing the final WRAPS document and implementation planning.
The goal of the project is the development of an overall strategy for reduction of turbidity/TSS, with sets of sediment reduction initiatives and actions for various sources, to address the Minnesota River Turbidity TMDL and the South Metro Mississippi River TSS TMDL.
Acquiring Land and Creating Opportunities - A Parks and Trails Strategic Objective is a program area representing DNR's commitment to one of the four pillars identified in the 25 year Legacy plan. The Legacy plan identifies its purpose to create new and expanded park and trail opportunities to satisfy current customers as well as to reach out to new ones. The purpose of this program is to call attention to the pillar, but also to centralize and streamline reporting on other related programs within the pillar.
This project will address United States Environmental Protection Agency (EPA) comments on the preliminary draft Total Maximum Daily Load (TMDL) study and Minnesota Pollution Control Agency (MPCA) comments on the pre-public notice draft TMDL study and Watershed Restoration and Protection Strategy (WRAPS) report, and produce the public notice draft TMDL study and the public notice draft WRAPS report ready for public review and comment. Conduct one public meeting for each watershed to present public notice drafts of the TMDL study and WRAPS report for each watershed.
This project will guide local implementation planning efforts by identifying water quality goals, strategies, and implementation milestones in the Cedar River Watershed. This watershed includes 435 square miles in major portions of Mower, Freeborn and Dodge Counties, and incudes the regional center of Austin. A Watershed Restoration and Protection Strategy (WRAPS) report will be completed by this effort.

From 2011 to 2013, the full reconstruction of University Avenue in Saint Paul for the Central Corridor Light Rail Transit (CCLRT) presents a unique opportunity to improve the quality of stormwater runoff from the Corridor that will not be seen again. Assistance from the Clean Water funds will augment large investments being made by Capitol Region Watershed District, Saint Paul, Ramsey County, and Metropolitan Council implementing highly visible, green infrastructure practices in this transportation corridor to achieve significant stormwater volume reduction and water quality improvements.
This project is to finalize the Total Maximum Daily Loads (TMDLs) and Watershed Restoration & Protection Strategies (WRAPS) for the Red Eye and Long Prairie Watersheds.
The goals of Phase I of the Marsh River Watershed (WRW) Watershed Restoration and Protection Strategy (WRAPS) project are to: 1) gather or develop watershed data needed for the development of the WRAPS project; 2) establish project and sub-basin work groups, develop a social outcomes strategy, and develop a civic engagement evaluation strategy to guide the WRAPS project; and 3) begin to identify, create, and organize tools that can be used to determine potential stressors and priority management areas.
The Minnesota Pollution Control Agency (MPCA) is using a watershed approach to protect and restore waters of the state. This approach encompasses all of the 80 major watersheds over a ten year period. The process includes intensive biological and chemical monitoring followed by an assessment report. The assessment results determine which lakes and stream reaches are in need of restoration and which are in need of protection.
This project will focus on creating a watershed identity, monitoring & assessment, stressor ID assistance, Total Maximum Daily Load (TMDL) report development, Watershed Restoration & Protection Strategy (WRAPS) report development, watershed prioritization and targeting, and the continuation of the Civic Engagement components of the project. Currently, this watershed has seven listed conventional impairments (Lake Eutrophication); however, it is possible that additional stream impairments (up to four) may be identified during the IWM process.
Several important milestones will be completed during this phase of the Mississippi River (Headwaters) Watershed Restoration and Protection Strategy (WRAPS) project. These milestones will include the completion of the Stressor ID & Watershed Monitoring and Assessment Reports, the completion of the Zonation Modeling watershed priority planning process (through the continuation of the Civic Engagement project component), and the development of the overall WRAPS report.
This project is to complete the Watershed Restoration and Protection (WRAP) process, complete Total Maximum Daily Load (TMDL) reports and calculations, develop and discuss Hydrological Simulation Program FORTRAN (HSPF) model scenarios, set restoration and protection priorities, and integrate all of this information in the final WRAPS report.
The overall goal is to develop a Watershed Restoration and Protection Strategies (WRAPS) report and Total Maximum Daily Load (TMDL) study that will address water quality lake impairments and maintain or improve water quality of lakes throughout the Pioneer Sarah Creek watershed, which is part of the North and South Fork Crow major watersheds. The study will identify sources of pollutants to the lakes and develop restoration and protection strategies for the lakes in the Pioneer-Sarah Creek watershed.
This project protected 277 acres of forest wildlife habitat in central Minnesota through fee title acquisition of key forest tracts. The title of the acquired lands will be held in fee by Cass County without a PILT obligation.
The goal of the project is to create a complete Watershed Restoration and Protection Strategy (WRAPS) report for the Ramsey-Washington Metro Watershed District for inclusion into an updated Watershed Management Plan, including completion of a watershed-wide Total Maximum Daily Load (TMDL) report sufficient for EPA approval.
The SRRWD has successfully acquired fee title to 257 acres of land that encompasses the headwaters of the Shell Rock River located at the Albert Lea Lake outlet. This 257 acre parcel will now be a Minnesota Department of Natural Resources Aquatic Management Area (AMA) guided by an Aquatic Management Plan.
Phase I built the foundation for the South Fork Crow River Watershed Restoration and Protection Strategy (WRAPS) and created a civic engagement plan. Civic engagement strategies were identified to create greater communication and watershed activities. Phase II provided the analytical and strategic foundation essential to prescribing protection and restoration strategies. These strategies focus on both protecting current fully supporting and restoring impaired surface water resources to water quality standards in the South Fork watershed.
The goal of this project is to calculate an additional bacteria total maximum daily load and incorporating that information in the Total Maximum Daily Load Report (TMDL) and the Watershed Restoration and Protection Strategy (WRAPS) report. Other services that will be provided during this project are technical assistance, assistance with responses to comments received during the public notice process, incorporating public comments into the documents and preparing the documents for final federal and state approval.
The goal of this project is to gather and collect necessary watershed data for the development of a Watershed Restoration and Protection Strategy (WRAPS) for the Upper/Lower Red Lakes Watershed that includes impairments, their causes, and plans for restoration. Implementation of the WRAPS will maintain or improve water quality for the watershed.
Assesss current data sources and preliminary information about the conditions in the watershed and present the information through bibliographies, abstracts and memos.
Widseth Smith Nolting (WSN) will evaluate and recommend to MPCA groundwater monitoring staff prospective sites/locations for the installation of groundwater monitoring wells to evaluate contaminant/pollutant concentrations from various sources. Peer will oversee the installation of monitoring wells by retaining a state drilling contractor or preparing bid documents to retain well driller through the Department of Administration. Superfund staff will assist in the project by providing oversight of contractual requirements and provide technical assistance as needed.
This project is a continuation of Statewide Lake study that revealed the obiquitous presence of endrocrine active compounds (EACs) in many MN Lakes. The initial project findings suggested two potential knowledge gaps in our understanding of EACs and their effects in lake environments. First, the sources of EACs and their entrance points into lakes need to be better defined than was possible in our previous statewide lake study.

With the ML 2015 appropriation The Conservation Partners Legacy (CPL) Grant Program awarded 70 grants, 22 of these grants were the metropolitan area. Over 24,000 acres were enhanced, 2,500 acres were restored, and 386 acres protected through these 70 projects. Thirty-eight counties had CPL projects completed in them through 47 unique organizations. The average project for the ML 2015 grants was $96,000, with few exceptions most projects were completed on time and many were under budget.
The Conservation Partners Legacy Grant Program will be managed by the Department of Natural Resources to provide competitive matching grants of up to $400,000 to local, regional, state, and national non-profit organizations and government entities.
The project work for this effort includes watershed wide civic engagement and technical support to the final years of Watershed Restoration And Protection Strategy (WRAPS) work. Communication to stakeholders and other key civic based activities to share WRAPS information will be completed. The Cook County Soil and Water Conservation District (SWCD) will also provide technical support to aid completion of the Total Maximum Daily Load (TMDL) report and help define protection and restoration strategies for the watershed.
The primary goal of this project is to partner with stakeholders in the development of a comprehensive Watershed Restoration and Protection Strategies (WRAPS) report to be used on the local level. Achieving this goal will require sound working relationships between local government units (LGUs), watershed citizens, and state and federal government. Gathering input from these groups will be critical when the Minnesota Pollution Control Agency (MPCA) drafts a WRAPS Report that can be utilized by local decision-makers.
Friends of the Mississippi is using this appropriation to permanently protect six acres through fee title acquisition for addition to Fish Creek Natural Area near Maplewood, MN, and to restore and enhance approximately 134 acres of permanently protected prairie, savanna, wetland, and forest habitat in Dakota, Washington, Ramsey, and Hennepin counties. Specific restoration and enhancement activities will include updating management plans, soil preparation, prescribed burning, native vegetation installation, woody encroachment removal, and invasive species control.
Minnesota Trout Unlimited volunteers, chapters and partners will enhance habitat for fish, game and wildlife in and along numerous coldwater streams on existing Aquatic Management Areas and other public lands around the state, while leveraging approximately $3 million for this.
This contract will be to initiate the second cycle of the North Fork Crow River Watershed Restoration and Protection Strategies (WRAPS) development. The project will provide needed information and analysis to make sure that implementation strategies are well thought out and targeted. The result will be a framework for civic and citizen engagement and communication, which will contribute to long-term public participation in surface water protection and restoration activities throughout the watershed.
