This project will finalize HSPF watershed model construction by incorporating internal phosphorus loading in modeled lakes, run a suite of implementation scenarios and generate a GenScn project containing model output. The consultant will produce HSPF watershed models that can readily be used to provide information to support conventional parameter TMDLs. The consultant will deliver all modeling files for baseline and implementation scenarios and provide a GenScn project containing model output.

The Crow Wing River Watershed consists of approximately 1,959 square miles in the north to north central portion of the Upper Mississippi River Basin in Central Minnesota. The watershed encompasses all or parts of Becker, Cass, Clearwater, Crow Wing, Hubbard, Morrison, Otter Tail, Todd and Wadena Counties. The dominant land use within the watershed is forested (41%), agriculture (32%), grass, shrub and wetland make up 17%, water (7%) and urban (3%).

This project will include analysis of existing and newly collected water quality data to verify the impairments on the currently listed reaches and to determine the status of the remaining river reaches as being either impaired or currently meeting standards. Stakeholder involvement and public participation will be a focus throughout the Watershed Approach Project. The project provides an opportunity to assess and leverage the capacity for the local community to engage in the process of watershed management and to adopt protection and restoration practices.

This project will support water quality monitoring and data analysis in nine major watersheds (8-digit Hydrologic Unit Codes) of the Lower Red River Basin. The monitoring will assist in providing water chemistry data needed to calculate annual pollutant loads for the Major Watershed Load Monitoring Program (MWLMP) and provide short term data sets of select parameters to other MPCA programs.

The goal of this project is to utilize the information and data collected in the Phase I project to develop a Watershed Restoration and Protection Strategy (WRAPS) Report and Total Maximum Daily Load (TMDL) Study that will address water quality impairments and maintain or improve water quality throughout the Snake-Middle River Watershed. The Phase II project will allocate pollutant reductions goals, and prioritize and identify implementation strategies to maintain or improve water quality in key streams in the watershed.
