This project will construct three watershed framework models built using the Hydrologic Simulation Program FORTRAN. These executable models will simulate hydrology at the 12-digit HUC subbasin scale. An HSPF model will be built for each of the following 8-HUC watersheds: Red Lake River (09020303) and the Clearwater River (09020305).

This project will construct, calibrate, a set of HSPF watershed models covering the entire area of the Lake of the Woods drainage, including the Rainy River watershed. The consultant will produce HSPF models that can readily be used to provide information to support conventional parameter TMDLs. The consultant will clearly demonstrate that these models generate predicted output timeseries for hydrology which are consistent with available sets of observed data.

This project Phase will collect data, background information, and watershed characteristics within the Red Lake River watershed. This information will be documented within the framework of early draft TMDL Reports (with background information, but no load calculations) for impaired reaches within this watershed and early draft protection plans for the areas in the watershed that are not currently impaired.

This project will complete a TMDL equation and report and an implementation plan for Deer Creek. The TMDL report will describe turbidity impacts to aquatic life uses of Deer Creek, correlate turbidity to other pollutants (sediment, suspended solids, etc.), describe and quantify unique turbidity/sediment stressors which include groundwater influences, legacy impacts of the watershed and stream channel, significant in-stream and near stream sources (slumps, bank erosion, etc.) and upland contributions.

Deer Creek has been identified as an impaired water body. This project will quantify the reductions in pollutant loading that would be necessary to bring water quality in the creek to an acceptable level. The project also includes collection of any additional data needed for stream channel modeling scenarios.

The USS Essex, a  National Register Property located in Duluth, is Minnesota's only US Navy shipwreck, and the only known shipwreck originally built by renown shipbuilder Donald McKay. Its current location on the shoreline of Minnesota Point is unfavorable for long-term preservation.  To ensure the long-term preservation of the Essex this project developed several options for the future of the Essex, and the requirements needed to fulfill those options.

Diverse habitat is critical to sustaining quality fish populations in lakes and rivers. The Minnesota Department of Natural Resources (MNDNR) will complete six fish passage projects to restore habitat connectivity for fish and other aquatic life, and restore reaches of four different rivers, creating 24.4 miles of diverse aquatic habitat. Though the actual footprint of fish passage projects is relatively small, these projects will reconnect over 27,000 acres of lake and river habitat.

Minnesota's iconic northern forests, wetlands, and brushland habitats require management beyond basic forestry practices or at smaller scales than commercial operations work. Other enhancements, such as brushland shearing or mowing have low commercial value but high wildlife value. These additional habitat enhancements improve the quality of the forests for both wildlife and outdoor recreation.
