Grants Administration for State Fiscal Years 2012 and 2013
Per Minnesota Laws, 2011, 1st Special Session, Chapter 6, Article 4, Section 2, Subd. 6, "These amounts are appropriated to the commissioner of administration for grants to the named organizations for the purposes specified in this subdivision. Up to one percent of funds may be used by the commissioner for grants administration. Grant agreements entered into by the commissioner and recipients of appropriations in this subdivision must ensure that money appropriated in this subdivision is used to supplement and not substitute for traditional sources of funding."
Per Minnesota Laws, 2012, Chapter 264, Article 5, Section 6, "FILM PRODUCTION INCENTIVE PROGRAM; APPROPRIATION. $600,000 is appropriated in fiscal year 2013 from the arts and cultural heritage fund to the commissioner of administration for a grant to the Minnesota Film and TV Board for a new competitive film production incentive program. The Minnesota Film and TV Board in consultation with Independent Feature Project/Minnesota shall reimburse film producers for eligible production costs incurred to produce a film or documentary in Minnesota. Eligible production costs are expenditures incurred in Minnesota that are directly attributable to the production of a film or documentary in Minnesota. Eligible production costs include talent, management, labor, set construction and operation, wardrobe, sound synchronization, lighting, editing, rental facilities and equipment, and other direct costs of producing a film or documentary in accordance with generally accepted entertainment industry practices. A producer must agree, to the greatest extent possible, to procure all eligible production inputs in Minnesota. A producer must submit proper documentation of eligible production costs incurred. The commissioner of administration may use up to one percent of this appropriation for grant administration."

As of December 18, 2013 the amount used for Department grant administration: $44,211 of SFY 2012 and $94,357 of SFY 2013 for a biennial total of $138,568. Balance forward total of $81,571 for the biennium. This balance forward is due to FY13 projects that extend into the FY14/15 biennium. Grant funds are available until June 30, 2015.
