Project Overview
The proposed project aims to address a pressing need within the St. Louis Park Public Schools community, focusing on increased enrollment of students of color in swim safety classes. The primary beneficiaries of this initiative will be students from the East and West African communities residing in St. Louis Park, who often face barriers to accessing swim education due to cultural, financial, and social reasons. To achieve this goal, we are seeking a grant of $24,000 to cover the costs of safety swim equipment and facilitate free swim classes. These funds will allow us to provide essential swim safety training and overcome barriers that limit opportunities for this specific demographic. Our project activities are designed to directly address the identified needs and achieve our goal of increased enrollment and participation. These activities include offering free swim classes, conducting community outreach to engage families and new members of the school district, and organizing seasonal family nights of free swimming. By implementing these activities, we aim to not only enhance water safety skills but also foster a sense of community and inclusion. The expected outcomes and benefits of this initiative include a measurable increase in the enrollment of students of color in swim safety classes, improved water safety awareness within the targeted populations, and ultimately a safer and more confident generation of swimmers from the East and West African communities within St. Louis Park Public Schools.

Appropriation Language

$250,000 the first year is appropriated to the commissioner of education for a water safety grant program. The commissioner of education must allocate grants to eligible applicants. Eligible applicants include nonprofit organizations and city and county parks and recreation programs providing swimming lessons to youth. Eligible applicants are not required to partner with other entities. Grant funds must primarily be used to provide scholarships to low-income and at-risk children for swimming lessons. Up to 15 percent of the grant funds may also be used to hire water safety instructors or lifeguards or train water safety instructors or lifeguards in nationally recognized water safety practices and instruction.
