HSPF SAM Enhancements and Tech Support 2024
The Hydrologic Simulation Program Fortran (HSPF) Scenario Application Manager (SAM) software application was developed by RESPEC for the Minnesota Pollution Control Agency (MPCA) to meet the agency’s business needs to provide increased accessibility and use of HSPF modeled data to support Total Maximum Daily Load (TMDL), Watershed Restoration and Protection Strategies (WRAPS), and One Watershed, One Plan (1W1P) development efforts. HSPF SAM derived outputs are also used in the MPCA hosted Watershed Pollution Load Reduction Calculator Tool (WPLRCT), which use is expanding to support state and local government watershed planning, strategy, and implementation efforts. HSPF SAM was developed in the 2010’s and will need to be maintained and enhanced in order for it to continue to be a viable application in MPCAs technology portfolio.
This work order will provide RESPEC staff time to assist in a parallel project with the University of Minnesota Bioproducts Bioengineering Department (U of M) who is investigating future needs and enhancements for HSPF SAM. RESPEC staff will help inform that work and also provide documentation on the past and current state of the software application. Additionally, RESPEC will update the HSPF SAM website with current watershed datasets and versions of the HSPF SAM software for download. Lastly, RESPEC will provide new or updated datasets in order for MPCA staff to update the WPLRCT.
