“Acquiring Land and Creating Opportunities - A Parks and Trails Strategic Objective” is a program area representing DNR’s commitment to one of the four pillars identified in the 25 year Legacy plan. The Legacy plan identifies its purpose to ‘create new and expanded park and trail opportunities to satisfy current customers as well as to reach out to new ones’.The purpose of this program is to call attention to the pillar, but also to centralize and streamline reporting on other related programs within the pillar.
Strategic planning efforts guide the expenditure of Legacy funds towards desired outcomes which are derived from public and stakeholder input, research, analysis and input from a variety of experts and leadership. Parks and Trails planners conduct these efforts. Staffing levels were adjusted to complete this legacy work. Legacy funds have also substantially increased the numbers of projects completed each year. Design and project management levels of work have increased correspondingly. Conservation Corps of Minnesota and Parks and Trails staff conduct these efforts.
Peer Engineering, Inc. (Peer) will evaluate and recommend to MPCA groundwater monitoring staff prospective sites/locations for the installation of groundwater monitoring wells to evaluate contaminant/pollutant concentrations from various sources. Peer will oversee the installation of monitoring wells by retaining a state drilling contractor or preparing bid documents to retain well driller through the Department of Administration. Superfund staff will assist in the project by providing oversight of contractual requirements and provide technical assistance as needed.
The DNR is working with local communities and an interagency team to define, prioritize, and establish groundwater management areas in Minnesota. Groundwater management areas will have increased data collection and monitoring that allow the state and local communities to understand water supplies, uses, limitations, and threats to natural resources that depend on groundwater. This information will support detailed aquifer protection plans that ensure equitable and sustainable groundwater and drinking water use for the future.
This project will provide condition monitoring and problem investigation monitoring at the following sites.
Mississippi River: Tributaries include Bassett Creek, Cannon River, Crow River, and Minnehaha Creek.
Minnesota River: Tributaries include Eagle Creek,Riley Creek, and Valley Creek tributary to the St. Croix River
This project will develop a Final TMDL report and Implementation Plan for the Bluff Creek Watershed. The main outcomes of this project are the development of a Final TMDL Report approved by MPCA and EPA and a Final Implementation Plan approved by MPCA.

The Legacy plan identifies its purpose to ‘better develop Minnesota’s stewards of tomorrow through efforts to increase life-long participation in parks and trails.’The purpose of this program is to call attention to the pillar, but also to centralize and streamline reporting on other related programs within the pillar.
The Division of Parks and Trails (as directed by Chapter 172, Art. 3, Sec. 2, Subd. 3(c)) utilizes Conservation Corps of Minnesota services for restoration, maintenance, and other activities that supplement the ability to reach Legacy Fund goals. Budget associated with this program area capture an accounting of dollars that support CCM Summer Youth, Individual Placements, and special projects for park and trail renewal and development. Other dollars not accounted for in this program area are part of other PAT program areas and included as part of those budgets.
This project will complete an implementation plan, as required by the Minnesota Pollution Control Agency, for the Zumbro River turbidity TMDL project. It will also revise the Zumbro River Watershed Management Plan (completed 2007) to ensure it continues to reflect local needs, incorporates new information, and develops more effective linkages with related local, state and federal government programs.
The commissioner shall develop a ten-year strategic state parks and trails plan considering traditional funding and the funding available under the Minnesota Constitution, article XI, section 15. The plan shall incorporate the 25-year framework developed by the University of Minnesota Center for Changing Landscapes. (HF 1231, Art 3, Sec 2)
The Children’s Museum of Southern Minnesota (CMSM) will complete the innovative community engagement process started with the previous Legacy grant. CMSM will build upon the progress created with the previous Legacy grant by transitioning the team's focus to carrying-out of strategic access strategies that engage a diversity of community members in the exhibit development process, resulting in the completion of fabrication plans for exhibits and environments that are accessible; engaging; and reflect the diverse art, culture, and heritage of southern Minnesota.
In 2007, the Children's Museum of Southern Minnesota (CMSM) conducted an environmental scan of early learning opportunities for children in southern Minnesota. It became apparent that the region creates few opportunities for children to engage in self-directed learning experiences in social settings; in particular, opportunities that create access to arts, culture, and heritage. This is still true today.
The goal of the project is the development of an overall strategy for reduction of turbidity/TSS, with sets of sediment reduction initiatives and actions for various sources, to address the Minnesota River Turbidity TMDL and the South Metro Mississippi River TSS TMDL.
The consultant LimnoTech will support response to Total Maximum Daily Load (TMDL) comments the peer review process, United States Environmental Protection Agency and public notice. They will then revise the TMDL document as needed and attend internal and external project meetings.
The Minnesota Land Trust provides coordination, mapping, and data management for the Metropolitan Conservation Corridors partnership. Funds are being used to coordinate the partnership, guide strategic outreach and implementation efforts, manage project data, and provide reporting and mapping of accomplishments.
This project supports monitoring and assessment activities by MPCA EAO staff and includes lab analysis, equipment, and fieldwork expenses associated with monitoring and assessment activities within the described priority watersheds.
Lake Monitoring: Lakes are monitored for nutrients, clarity and other information to provide the data needed to assess the aquatic recreation use support.
The 17 member Park and Trail Legacy Advisory Committee is appointed by the Commissioner of the Department of Natural Resources, the Chair of the Metropolitan Council and the Chair of the Greater Minnesota Regional Parks and Trails Commission.
Successful long-term treatment of sewage depends on a system capable of providing adequate treatment and effective on-going operation and maintenance. Clean Water Fund Subsurface Sewage Treatment System (SSTS) Program Enhancement and Inventory funds are used by counties to strengthen programs dedicated to SSTS ordinance management and enforcement. These funds are used for a variety of tasks required to successfully implement a local SSTS program including inventories, enforcement, and databases to insure SSTS maintenance reporting programs.
The Watershed Health Assessment Framework is a web-based tool for resource managers and others interested in the ecological health of Minnesota’s watersheds. The framework uses five ecological components to organize and deliver information about watershed health conditions in Minnesota. The five components are: hydrology, connectivity, biology, geomorphology, and water quality. The WHAF website strives to make complex issues easier to visualize. An interactive map delivers 27 health scores organized by the five components.
This project delineates and maps watersheds (drainage areas) of lakes, rivers, streams, and wetlands for the state of Minnesota and provides watershed maps in digital form for use in geographic information systems. These maps become the basis for clean water planning and implementation efforts.
The DNR's Regional Clean Water Specialists and Area Hydrologists work with other state agencies and local partners to help identify the causes of pollution problems and determine the best strategies for fixing them. A statewide coordinator works with the DNR and external partners to ensure funds are spent in the most effective and efficient manner to meet the State's clean water goals.
The DNR provides technical support to watershed managers and landowners regarding drainage issues. Drainage experts are using a state of the art computer model to look at cumulative impacts of drainage and land-use practices and determine the benefits of site-specific best management practice. This work is with multiple partners and at multiple scales.
OVERALL PROJECT OUTCOME AND RESULTS This project identified and prioritized areas in the Zumbro River Watershed that were determined critical for restoring and protecting water quality. Studies suggested that small areas of the landscape contribute disproportionately to nonpoint source pollution. So implementation of conservation projects that focus on those areas will maximize water quality benefits and ensure efficient use of resources.
