The Board of Water and Soil Resources is required to contract with the Conservation Corps of Minnesota and Iowa (formerly Minnesota Conservation Corps), or CCMI, for installation of conservation practices benefitting water quality for at least $500,000 in each year of the 2010-11 biennium. The Board approved reserving the following funds in each year of the biennium to comply with this appropriation:$200,000 from the Runoff Reduction Grants, $200,000 from the Clean Water Assistance Grants, $100,000 from the Shoreland Improvement Grants.
Funding set aside by statute for acquisitions within the metropolitan Regional Parks and Trails System. Funding is available on a first-come-first-served basis; eligible grantees are restricted to the ten Regional Parks Implementing Agencies. Funding is available beginning July 1, 2018.
This proposal accelerates the strategic permanent protection of 915 acres (220 wetlands and 695 grasslands) of Waterfowl Production Areas (WPAs) open to public hunting in Minnesota. Pheasants Forever (PF) will strategically acquire parcels that are adjacent to existing public land or create corridors between complexes. All acquisitions will occur in the prairie, prairie/forest transition, or metro regions.
Native Prairie Bank will work with willing landowners to permanently protect 380 acres of native prairie and supporting habitat through perpetual conservation easements. Easement acquisition will focus on Minnesota Prairie Conservation Plan identified landscapes and target Minnesota Biological Survey identified threatened and endangered plant and animal species, high quality plant communities, and key habitats for Species of Greatest Conservation Need (SGCN) and other wildlife species.
This Phase 1 partnership will accelerate USFWS wildlife habitat easements to restore and protect 720 acres of private grasslands and pothole wetlands in west-central Minnesota. These "working land" conservation easements allow delayed haying and grazing while protecting restored wetlands and prairie grasslands for nesting ducks, pheasants, and other wildlife.
This proposal accelerates the protection of 1,030 acres of strategic prairie grassland, wetland, and other wildlife habitats as State Wildlife Management Areas (WMA) open to public hunting. Pheasants Forever (PF) will be acquiring tracts that build onto or create a corridor between existing protected lands which will be transferred to the MN Department of Natural Resources (MN DNR) to be included as a WMA. All acquisitions will occur within the prairie, prairie/forest transition, and metro planning regions. These areas have seen the greatest decline in upland and wetland habitat.
“Acquiring Land and Creating Opportunities - A Parks and Trails Strategic Objective” is a program area representing DNR’s commitment to one of the four pillars identified in the 25 year Legacy plan. The Legacy plan identifies its purpose to ‘create new and expanded park and trail opportunities to satisfy current customers as well as to reach out to new ones’.The purpose of this program is to call attention to the pillar, but also to centralize and streamline reporting on other related programs within the pillar.
The AgBMP Loan Program provides needed funding for local implementation of clean water practices at an extremely low cost, is unique in its structure and is not duplicated by any other source of funding.The AgBMP loan program provides 3% loans through local lenders to farmers, rural landowners, and agriculture supply businesses.
The DNR is working with local communities and an interagency team to define, prioritize, and establish groundwater management areas in Minnesota. Groundwater management areas will have increased data collection and monitoring that allow the state and local communities to understand water supplies, uses, limitations, and threats to natural resources that depend on groundwater. This information will support detailed aquifer protection plans that ensure equitable and sustainable groundwater and drinking water use for the future.
Minnesota's twelve regional library systems, which encompass more than 350 public libraries in all areas of the state, can benefit from a portion of the Legacy Amendment's Arts and Cultural Heritage Fund. Through State Library Services, a division of the Minnesota Department of Education, each regional library system is eligible to receive a formula-driven allocation from the annual $2.5 million Minnesota Regional Library System Legacy Grant. Arrowhead Library System (ALS) is a federated regional public library system with central services located in northeastern Minnesota.
