The AgBMP Loan Program provides needed funding for local implementation of clean water practices at an extremely low cost, is unique in its structure and is not duplicated by any other source of funding.The AgBMP loan program provides 3% loans through local lenders to farmers, rural landowners, and agriculture supply businesses.
The Anoka Sandplain Partnership (Phase 3) proposal will restore and enhance 2,952 acres of wildlife habitat on priority public lands principally within the Anoka Sandplain Ecological Region within the Metropolitan Urbanizing, Forest-Prairie, and Northern Forest regions.
The Anoka Sandplain Partnership proposal will restore/enhance 245 acres and 1.20 mi shoreline; and protect 80 acres of wildlife habitat on priority public lands principally within the Anoka Sandplain Ecological Region within the Metropolitan Urbanizing and Forest-Prairie Transition sections.
The Anoka Sandplain Partnership (Phase 4) proposal will restore and enhance 917 acres of wildlife habitat on priority public lands principally within the Anoka Sandplain Ecological Region within the Metropolitan Urbanizing and Forest-Prairie Transition sections.
To highlight arts and cultural heritage at the Sherburne County Fair. Funds will be used to create a history book chronicling 125 years of the Sherburne County Fair, improve the lighting in the fine arts display area, and create a butterfly house to educate visitors about the dwindling population of Minnesota's State Butterfly, the Monarch.
This programmatic request will build on the DNR’s previous efforts to enhance and restore grasslands, prairies, and savannas. We will use the Prairie Conservation Plan and Pheasant Summit Action Plan to guide these efforts in a strategic and targeted manner. This proposal will work on a number of types of permanently protected habitats, most of which are open to public hunting, including; DNR WMAs, SNAs, AMAs, Prairie Bank Easements, State Forests, as well as USFWS WPAs and Refuges.
The Elk River Watershed Association Joint Powers Board, via the Sherburne Soil and Water Conservation District, will utilize project funds to implement a pasture and manure management program which will provide technical and financial assistance to large animal/hobby farm owners. Staff will work with identified landowners to implement bacteria reduction best practices such as pasture renovation/management, riparian buffer strips, clean water diversions, vegetated buffer strips, and manure management including composting structures.
The Minnesota DNR and the Minnesota Forest Resources Council work with forest landowners, managers and loggers to implement a set of voluntary sustainable forest management guidelines that include water quality best management practices (BMPs) to ensure sustainable habitat, clean water, and productive forest soils, all contributing to healthy watersheds. This project will monitor the implementation of these forest management guidelines and BMPs on forested watersheds in MN.
Per Minnesota Laws, 2011, 1st Special Session, Chapter 6, Article 4, Section 2, Subd. 6, "These amounts are appropriated to the commissioner of administration for grants to the named organizations for the purposes specified in this subdivision.
Minnesota's twelve regional library systems, which encompass more than 350 public libraries in all areas of the state, can benefit from a portion of the Legacy Amendment's Arts and Cultural Heritage Fund. Through State Library Services, a division of the Minnesota Department of Education, each regional library system is eligible to receive a formula-driven allocation from the annual $2.5 million Minnesota Regional Library System Legacy Grant. Great River Regional Library (GRRL) is a consolidated regional public library system in central Minnesota.
The consultant LimnoTech will support response to Total Maximum Daily Load (TMDL) comments the peer review process, United States Environmental Protection Agency and public notice. They will then revise the TMDL document as needed and attend internal and external project meetings.
The Minnesota Land Trust provides coordination, mapping, and data management for the Metropolitan Conservation Corridors partnership. Funds are being used to coordinate the partnership, guide strategic outreach and implementation efforts, manage project data, and provide reporting and mapping of accomplishments.
With this appropriation, the Minnesota Land Trust plans to protect 150 acres of high quality forest, prairie, or wetland habitat by securing permanent conservation easements and dedicating funds for their perpetual monitoring, management, and enforcement. Lands being considered for permanent protection in this round of funding are located in Anoka, Carver, Goodhue, Hennepin, Isanti, Washington, and Wright counties.
The Trust for Public Land is using this appropriation to purchase approximately 30 acres of land and 0.3 miles of shoreline with high ecological value and then convey the land to state or local governments for long-term stewardship and protection. Lands being considered for permanent protection in this round of funding include areas around the Rum River and Rice Creek in Anoka County, Lindstrom Natural Area in Chisago County, Savage Fen Scientific and Natural Area and Pike Lake in Scott County, and St. Croix/Fraconia-Scandia Scientific and Natural Area in Washington County.
Metro Big Rivers Phase 8 will protect 100 acres in fee title and 130 acres in permanent conservation easement, and enhance 700 acres of priority habitat in the big rivers corridors in the Metropolitan Urbanizing Area. MBR partners will leverage the OHF appropriation by at least 40% with partner funds, private funds, local government contributions and Clean Water Funds, as well as landowner donations of easement value. Significant volunteer engagement will be invested in many habitat enhancement activities, although not technically counted as leverage.
Metro Big Rivers Phase 5 will protect in fee title 215 acres, protect in conservation easement 175 acres, and enhance 229 acres of priority habitat within the big rivers corridors in the Metropolitan Urbanizing Area.
It is critical to train new staff, create modeling protocols for new BMPs, refine and calibrate models, and test ever-advancing modeling applications. The Metro Conservation District?s (MCD) Sub-Watershed Analysis (SWA) program provides these capacity-building services and unites efforts across 11 SWCDs. MCD proposes to analyze an additional 15 subwatersheds. The analyses will identify the location and estimated cost/benefit relationship for BMPs, evolve with new technology, and share discoveries metro-wide.
This project will establish a groundwater monitoring network in the 11 county metropolitan area. The network will provide information about aquifer characteristics and natural water trends by monitoring healthy aquifers (non-stressed systems). The project will also develop an automated system that captures groundwater level and water use data. This system will enhance evaluation of changes in aquifers that are stressed by pumping from existing wells.
Metro Big Rivers Phase 7 will protect 280 acres (180 acres fee title and 100 acres conservation easement), restore 164 acres and enhance 613 acres of priority habitat in the big rivers corridors in the Metropolitan Urbanizing Area.
Metro Big Rivers Phase 6 will protect 245 acres (145 acres fee title and 100 acres conservation easement), restore 81 acres and enhance 489 acres of priority habitat in the big rivers corridors in the Metropolitan Urbanizing Area.
This initiative will share the stories of important historical cases and engage communities with the court system. Members of the Hispanic Bar Association will conduct oral interviews with select members, which will become part of a traveling exhibit in partnership with MNHS. Through this project, MNHS will assist the Minnesota Hispanic Bar Association in advancing the goals of the Minnesota Legal Experience.
This project combines the use of automated soil moisture probes for irrigation scheduling with diverse cover crop planting to reduce or eliminate leaching of nitrogen and other nutrients on cropland with an early season harvested crop in the rotation. The more efficient use of irrigation waters provides a secondary benefit: less withdrawal from the aquifers that provide recharge for the Mt. Simon-Hinckley aquifer.
Arsenic occurs naturally in soil and minerals and is commonly found in groundwater throughout much of Minnesota. The occurrence and distribution of arsenic in groundwater is difficult to predict. Research is steadily increasing our understanding of the mechanisms and geologic conditions that determine arsenic occurrence in groundwater. The arsenic concentration in a new well, measured at the time of construction, is sometimes higher or lower, compared to subsequent sampling results.
The purpose of the project is to collect data to represent the ambient condition of the lakes and streams of the Rum River Watershed within Mille Lacs, Isanti and Sherburne Counties that is needed to determine if thresholds set to protect designeated uses, such as aquatic recreation and aquatic life, are being met .
