The AgBMP Loan Program provides needed funding for local implementation of clean water practices at an extremely low cost, is unique in its structure and is not duplicated by any other source of funding.The AgBMP loan program provides 3% loans through local lenders to farmers, rural landowners, and agriculture supply businesses.
Minnesota's twelve regional library systems, which encompass more than 350 public libraries in all areas of the state, can benefit from a portion of the Legacy Amendment's Arts and Cultural Heritage Fund. Through State Library Services, a division of the Minnesota Department of Education, each regional library system is eligible to receive a formula-driven allocation from the annual $2.5 million Minnesota Regional Library System Legacy Grant. Arrowhead Library System (ALS) is a federated regional public library system with central services located in northeastern Minnesota.
This project is to develop a watershed restoration and protection strategies report that provides quantitative pollutant source estimates and a set of pollutant reduction and watershed management strategies to protect and achieve water quality standards for all aquatic life and aquatic recreation impairments in the watershed. The strategies will be understood and adoptable by local units of government and other stakeholders. New understandings and new relationships will inform and lead to eventual environmental improvements.
Phase 5 of the Minnesota Land Trust's Critical Shoreland Habitat Program will protect approximately 0.6 miles of critical shoreland and 225 acres of associated high-quality habitat in Minnesota’s Northeast region by securing permanent conservation easements. This phase will build off major successes of previous phases which have protected approximately 2,500 acres and 75,500 feet of shoreland, leveraging $5.4M in landowner donation in the process.
Good habitat is critical to sustaining quality fish populations in both lakes and rivers. DNR proposes to restore or enhance aquatic habitat under two programs: stream restoration, and Aquatic Management Area (AMA) enhancement. Stream restoration includes major channel restorations and fish passage projects such as dam removals intended to improve or provide access to critical aquatic habitats.
This programmatic request will build on the DNR’s previous efforts to enhance and restore grasslands, prairies, and savannas. We will use the Prairie Conservation Plan and Pheasant Summit Action Plan to guide these efforts in a strategic and targeted manner. This proposal will work on a number of types of permanently protected habitats, most of which are open to public hunting, including; DNR WMAs, SNAs, AMAs, Prairie Bank Easements, State Forests, as well as USFWS WPAs and Refuges.
We propose a programmatic approach to achieve prioritized aquatic habitat protection for trout streams across Minnesota, but emphasizing Southeast and Northeast Minnesota. We propose to protect 5 miles of trout streams with permanent conservation easements on private land. Protected lands will be designated as Aquatic Management Areas (AMA’s) administered by the Minnesota DNR Division of Fish and Wildlife.
Minnesota Pollution Control Agency (MPCA) Watershed Pollutant Load Monitoring Network (WPLMN) requests assistance from local partners to collect samples and field data at designated stream monitoring sites for the purpose of assessing water quality and calculating annual pollutant loads.
The Minnesota DNR and the Minnesota Forest Resources Council work with forest landowners, managers and loggers to implement a set of voluntary sustainable forest management guidelines that include water quality best management practices (BMPs) to ensure sustainable habitat, clean water, and productive forest soils, all contributing to healthy watersheds. This project will monitor the implementation of these forest management guidelines and BMPs on forested watersheds in MN.

Great River Regional Library (GRRL) is a consolidated regional public library system in central Minnesota.
Funding supports an Irrigation Specialist to develop guidance and provide education on irrigation and nitrogen best management practices (BMPs). In this position, Dr. Vasu Sharma provides direct support to irrigators on issues of irrigation scheduling and soil water monitoring. She is collaborating on the development of new irrigation scheduling tools that help irrigators manage water and nitrogen resources more precisely. These tools help reduce nitrogen leaching losses in irrigated cropping systems.
Poor historic forestry practices in the Knife River watershed have degraded trout habitat and resulted in a TMDL excedance for turbidity. LSSA used the new MPCA and Natural Channel Design evaluation criteria to rank and prioritize locations (reaches) for rehabilitation in the upper Knife River watershed. Phase III will work on the top 30% of Reach 4. Phase III focus will be stabilizing streambanks, installation of instream habitat and replanting riparian forest. Only stream sections located on public lands and private lands with DNR easements will be considered for work.
Previous research by the St. Croix Watershed Research Station (SCWRS) has identified lake physics (temperature and oxygen) and nutrient recycling (nitrogen and phosphorus) as key drivers of lake algal blooms. SCWRS will conduct monitoring consistent with the prior research efforts by re-deploying three moored buoys to collect data throughout the 2019 ice-free season, including surface water samples. Additionally, SCWRS will deploy an in situ flourometer to measure total algae and cyanobacteria concentrations and will collect and analyze cyanobacterial toxins.
The purpose of this project is for Lake County Soil and Water Conservation District to continue to assist with the Minnesota Pollution Control Agency’s watershed approach and Watershed Restoration and Protection Strategy (WRAPS) process in the Rainy River Headwaters and Cloquet River watersheds. As part of this, Lake County Soil and Water Conservation District will lead efforts to increase levels of civic engagement and community participation in support of the current WRAPS process.
This project is to conduct water chemistry monitoring at two subwatershed sites and two major watershed sites in 2016 and 2017 based on flow conditions, targeting runoff events using protocols defined in the Watershed Pollutant Load Monitoring Network (WPLMN) Standard Operating Procedures and Guidance. The data collected will be submitted to Minnesota Pollution Control Agency (MPCA) and used for calculating pollutant loads.
Metro Big Rivers Phase 8 will protect 100 acres in fee title and 130 acres in permanent conservation easement, and enhance 700 acres of priority habitat in the big rivers corridors in the Metropolitan Urbanizing Area. MBR partners will leverage the OHF appropriation by at least 40% with partner funds, private funds, local government contributions and Clean Water Funds, as well as landowner donations of easement value. Significant volunteer engagement will be invested in many habitat enhancement activities, although not technically counted as leverage.
It is critical to train new staff, create modeling protocols for new BMPs, refine and calibrate models, and test ever-advancing modeling applications. The Metro Conservation District?s (MCD) Sub-Watershed Analysis (SWA) program provides these capacity-building services and unites efforts across 11 SWCDs. MCD proposes to analyze an additional 15 subwatersheds. The analyses will identify the location and estimated cost/benefit relationship for BMPs, evolve with new technology, and share discoveries metro-wide.
This project will establish a groundwater monitoring network in the 11 county metropolitan area. The network will provide information about aquifer characteristics and natural water trends by monitoring healthy aquifers (non-stressed systems). The project will also develop an automated system that captures groundwater level and water use data. This system will enhance evaluation of changes in aquifers that are stressed by pumping from existing wells.
The Minnesota Deer Hunters Association (MDHA), in collaboration with county, state, federal, tribal, university and non-governmental organizational (NGO) partners, seeks to continue the successful work of the Moose Habitat Collaborative (Collaborative) by improving nearly 10,000 acres of foraging habitat for moose in northeast Minnesota. The project builds on the Collaborative’s previous efforts to enhance forest habitat by increasing stand complexity and production while maintaining thermal components of the landscape with variable enhancement methods.
Minnesota Trout Unlimited will enhance and restore habitat for fish and wildlife in and along priority coldwater streams located on existing Aquatic Management Areas and public lands around the state. Accelerating habitat work to reduce the backlog of degraded streams is urgent given the increasing threats to these scarce coldwater fisheries. Population outcomes will be maximized by improving the connectivity of habitat and fish and wildlife populations, and building upon earlier work on adjacent stream segments.

The Rapid River Watershed Restoration and Protection Strategy (WRAPS) project will result in the development of the restoration and protection strategies for the watershed and engage the local stakeholders in the practices of watershed management. This project will also develop Total Maximum Daily Loads (TMDLs) for impaired waters.
The goal of the project is the reduction of nitrates in the groundwater by promoting and implementing best management practices and alternative management tools in the priority areas of Sherburne County. Practices included in the application are: Cover crops, irrigation water management , and nutrient management. Additional incentives included are for the Conservation Reserve Program. District Staff will also plant at least one acre of demonstration plots which will be highlighted at an annual field day.
This project will conduct the second round of Intensive Watershed Monitoring (IWM) for the Mississippi River St. Cloud watershed. Partnering organizations intend to complete sampling of lakes and streams following the protocols and guidance set forth by the Minnesota Pollution Control Agency (MPCA). Watershed partners include Benton Soil and Water Conservation District (SWCD), Clearwater Watershed District, Sherburne SWCD, Stearns SWCD, Stearns County staff, and Wright SWCD.
This project will build off the success of the additional geographic information system (GIS) and water planning expertise the TSA8 added in 2016 to provide consistent mapping, water planning assistance and training to partners. This project will help soil and water conservation districts prepare for the 1W1P process before the planning starts. A unified protection methodology is essential for the 1W1P process to be successful. This project will include: unified GIS mapping and protection model for all nine counties respectively.
