This project will obtain spatial and long-term pollutant load information from the Root River watershed in Southeast Minnesota. To accomplish this, the Fillmore Soil and Water Conservation District (SWCD) will assist the MPCA with water quality monitoring and annual pollutant loading calculations. Approximately 25 grab samples will be collected/site/year at 5 sites within the Root River watershed (totaling 125 grab samples/year). Annual load calculations for each site will be determined using the FLUX32 model.

The MDA partnered with the USDA National Agricultural Statistic Service (NASS) and University of Minnesota researchers to collect information about fertilizer use and farm management. Surveys were conducted over the phone. NASS staff are highly skilled at obtaining critical information over the phone with minimal time and burden on the producer.In 2011, the survey focused on the southeast region of Minnesota. The survey was designed to gather information about nitrogen fertilizer rates, timing of nitrogen application and use of nitrogen inhibitors.

After 6 years of intensive baseline monitoring at 5 edge-of-field sites, 1 intermittent and 3 in-stream sites in 3 sub-watersheds representing the geomorphic regions of the Root River, the second phase of the project is well prepared for the implementation of BMPs. Continued monitoring will be used to measure the effectiveness of the BMPs for the next 6 years. In preparation for BMP implementation, extensive planning was completed using LiDAR terrain analysis and the Tomer Framework to prioritize practices.

Although agriculture dominates the landscape in the Root River watershed, urban stormwater is a component of the nonpoint sources that create the sediment load that is the main focus for reduction strategies in the draft turbidity TMDL report. This project will provide an opportunity to work with non-profits and other groups in local communities to implement stormwater practices that improve infiltration, storage and treatment of stormwater before it discharges into streams and rivers.

Karst is defined as a landscape with depressions such as sinkholes caused by underground erosion that dissolves the limestone bedrock making this region home to one of the largest collections of freshwater springs in the United States and some of the best trout fishing in the Midwest.

This project was part of a three-state partnership to test, demonstrate and promote a simple, inexpensive and reliable new system for edge-of-field water monitoring. The University of Wisconsin-Platteville Pioneer Farm, in collaboration with UW-Platteville Engineering, has developed a low cost monitoring system that can obtain good quality, edge-of-field monitoring data in agricultural settings. By eliminating unnecessary features and assembling components in-house, the prototype monitoring system derives the majority of cost savings with minimal sacrifice in accuracy.

This project will assist farmers across Southeast Minnesota by providing guidance on management of nutrient sources including livestock manure, commercial fertilizers, and legumes. This project is important because excess nutrients and bacteria are causing negative impacts to the quality of waters. Two Nutrient Management Specialists will work one-on-one with farmers to develop 70 plans each year. Over time, it is anticipated that the number of new nutrient management plans will decrease as acres with plans increase.

Approximately 70 percent of all Minnesotans rely on groundwater as their primary source of drinking water. Wells used for drinking water must be properly sealed when removed from service to protect both public health and Minnesota’s invaluable groundwater resources. The Minnesota Department of Health protects both public health and groundwater by assuring the proper sealing of unused wells.
Clean Water funds are being provided to well owners as a 50% cost-share assistance for sealing unused public water-supply wells.
