To address the problems caused by invasive species, the 1991 Minnesota Legislature directed the Minnesota Department of Natural Resources (DNR) to establish the Invasive Species Program. The program is designed to implement actions to prevent the spread of invasive species and manage invasive aquatic plants and wild animals (Minnesota Statutes 84D).
The three primary goals of the DNR Invasive Species Program are to:
1. Prevent the introduction of new invasive species into Minnesota.
2. Prevent the spread of invasive species within Minnesota.
The Minnesota County Geologic Atlas program is an ongoing effort begun in 1982 that is being conducted jointly by the University of Minnesota's Minnesota Geological Survey and the Minnesota Department of Natural Resources (DNR). The program collects information on the geology of Minnesota to create maps and reports depicting the characteristics and pollution sensitivity of Minnesota's ground-water resources.
Dakota Wicohan created the first half of a leadership and civics curriculum for Dakota youth—Dakota Itancan Kagapi, or, the making of Dakota leaders. The program will be used to train Dakota youth through the inter-related strategies of remembering, reclaiming, and reconnecting with our Dakota language and lifeways to enhance the region’s civic foundation.
Increasing energy conservation and efficiency in residences can play a significant role in Minnesota's goals for energy savings and carbon emissions reductions. The Center for Energy and Environment (CEE), a Minneapolis-based nonprofit organization, is using this appropriation to develop and implement innovative residential energy efficiency programs. Programs will be demonstrated in eight cities: Apple Valley, Austin, Duluth, Minneapolis, Owatonna, Park Rapids, Rochester, and St. Paul.
Martin County has 149 lakes and several are impacted by elevated phosphorus levels. Restoring the water quality of these lakes is a priority for county. In partnership with Minnesota Waters, Barr Engineering and the University of Minnesota Extension, this project specifically aims to educate residents about the threats to Martin County water resources. The goal is to engage residents in protecting and improving the quality and management of the lakes by establishing a minimum of four lake associations within the county.
The Children’s Museum of Southern Minnesota (CMSM) will complete the innovative community engagement process started with the previous Legacy grant. CMSM will build upon the progress created with the previous Legacy grant by transitioning the team's focus to carrying-out of strategic access strategies that engage a diversity of community members in the exhibit development process, resulting in the completion of fabrication plans for exhibits and environments that are accessible; engaging; and reflect the diverse art, culture, and heritage of southern Minnesota.
In 2007, the Children's Museum of Southern Minnesota (CMSM) conducted an environmental scan of early learning opportunities for children in southern Minnesota. It became apparent that the region creates few opportunities for children to engage in self-directed learning experiences in social settings; in particular, opportunities that create access to arts, culture, and heritage. This is still true today.
Pheasants Forever provides coordination, mapping, and data management for the Habitat Corridors Partnership. Funds are being used to coordinate the partnership, guide strategic outreach and implementation efforts, manage project data, and provide reporting and mapping of accomplishments.
PROJECT OVERVIEW The Minnesota Department of Natural Resources (DNR) manages over 2,135 state Wildlife Management Areas (WMA) and Aquatic Management Areas (AMA) containing over 1.3 million acres. This appropriation is enabling the DNR to develop an information system that will better facilitate the management of the state's WMAs and AMAs by helping to identify needs; prioritize, plan, and carry out related activities; track and assess results of activities; and make the information available to resource management professionals and the public.
OVERALL PROJECT OUTCOME AND RESULTS The impetus for this project was the need to better protect and manage functional lake ecosystems in Minnesota. There is widespread concern about the consequences of poorly planned development on water quality and fish and wildlife habitat. Given the increased demands for water and shoreland, continued habitat fragmentation and loss of species diversity, protection of sensitive lakeshores is critical.
As a strategic document, the Legacy Strategic Agenda (LSA) has four goals that build on achievements realized during the first five years of Legacy funding. Over the next four years, the LSA strategic priorities in education, grants, partnerships and unfamiliar stories will be acted on, measured and sustained at the community level. A dedicated LSA Collaborative representing a cross-section of the history community meets quarterly around the state to guide the work of LSA Priority Action Teams and to share successes.

Funds are being used to coordinate the partnership, guide strategic outreach and implementation efforts, manage project data, and provide reporting and mapping of accomplishments.
Through this appropriation Dakota County plans to permanently protect approximately 287 acres along rivers, including the Vermillion and Cannon Rivers, by securing conservation easements from willing landowners. For all acres protected, natural resource management plans will be prepared to ensure their long term stewardship. Additionally, restoration and enhancement activities are expected to occur on approximately 75 acres.
The laws governing the drainage of Minnesota wetlands and other areas have been largely unchanged for more than a century. However, many other laws protecting public waters and wetlands and governing water use have been enacted as concerns about water quality and land use increase. Often these laws conflict. The Smith Partners Law Firm is analyzing the legal and policy issues surrounding Minnesota's drainage laws in order to make recommendations to the legislature on updating the laws to reflect the realities of the 21st century.
The MNHS Indian Advisory Committee (IAC) is made up of tribally appointed representatives of the 11 Minnesota tribes, as well as representatives of key groups, such as educators. IAC advises on planning, developing, and evaluating MNHS activities and initiatives including exhibitions, publications, public programs, and curatorial policy as they relate to the research, collection, preservation, and interpretation of Minnesota and American Indian history in Minnesota.
The Minnesota Historical Society and the Wilder Foundation worked with two new groups of existing and emerging community leaders in 2015 to enhance their ability to act on important community issues.
During each six-month program, 245 participants explored neighborhood involvement and developed leadership skills to take effective community action.
Earthworms are common throughout much of Minnesota, but few realize that they are not native to the state and were in fact introduced from Europe and Asia. Earthworms are invasive in Minnesota and have been shown to have large and potentially irreversible impacts on hardwood forest biodiversity and regeneration. As dispersal by human actions is the primary means of introduction and spread of invasive earthworms, there exists great potential to arrest the current spread of earthworms already present and prevent the introduction of additional species.
MNHS staff created communication strategies and promotional materials for Arts and Cultural Heritage Fund history projects, program, and grants, including media kits for grant recipients and the creation of the annual report. Increasing public awareness of ACHF investments will ensure that students, teachers and the general public will use and benefit from them.
This project will develop an effective transferable model to engage and educate watershed residents, stakeholders and others to better understand and protect watershed ecostystems through environmental monitoring, training, and formal and informal education programs in their local watershed. The project will build on the foundation of the existing Red River Basin River Watch program by strengthening three main activity areas: 1) curriculum integration and teacher training, 2) youth leadership and civic engagement, and 3) applied research collaboration and watershed science skills building.
OVERALL PROJECT OUTCOME AND RESULTS This project identified and prioritized areas in the Zumbro River Watershed that were determined critical for restoring and protecting water quality. Studies suggested that small areas of the landscape contribute disproportionately to nonpoint source pollution. So implementation of conservation projects that focus on those areas will maximize water quality benefits and ensure efficient use of resources.
