The MPCA has identified 13 stream sites in the watershed to characterize watershed water quality. This project will supplement and complement the identification of the top 50 sites in the watershed that are contributing to water impairment and also help in identification of priority watersheds in the re-write of the watershed comprehensive plan. Water samples and field measurements will be collected at each monitoring location ranging from baseline events to high flow events.

The Zumbro River Watershed Pollutant Load Monitoring Network (WPLMN) project will continue existing efforts to calculate seasonal pollutant loads for the Root River. The Zumbro Watershed Partnership (ZWP) along with Olmsted County Environmental Services will assist the Minnesota Pollution Control Agency (MPCA) with water quality monitoring and pollutant load calculations of four sub-watershed sites. Approximately 50 grab samples per site (total of 200) between ice-out and October 31 of 2016 and 2017 will be collected along with field measurements and observations.

(Peer) will evaluate and recommend to MPCA groundwater monitoring staff prospective sites/locations for the installation of groundwater monitoring wells to evaluate contaminant/pollutant concentrations from various sources. Peer will oversee the installation of monitoring wells by retaining a state drilling contractor or preparing bid documents to retain well driller through the Department of Administration. Superfund staff will assist in the project by providing oversight of contractual requirements and provide technical assistance as needed.

The cohort will be administered through the Southeast Minnesota Water Resources Board (SE MN WRB) which is an area wide Joint Powers Board (JPB) established to help improve and protect the water resources of the area through coordinating local water planning efforts. This JPB has successfully administered water quality grants in the past that have positively impacted the water resources of this region.

The Drinking Water Contaminants of Emerging Concern (CEC) program identifies environmental contaminants for which current health-based standards currently do not exist or need to be updated, investigate the potential for human exposure to these chemicals, and develop guidance values for drinking water. Contaminants evaluated by CEC staff include contaminants that have been released or detected in Minnesota waters (surface water and groundwater) or that have the potential to migrate to or be detected in Minnesota waters.

LEQA is a Minnesota Department of Agriculture (MDA) program to help livestock producers address, using a non-regulatory approach, the unique water quality issues on their farms. The MDA has contracted with Ag Resource Strategies, LLC, to recruit farmers to enroll in the LEQA program. The company trains technicians to assess different areas of each farms, such as the farmstead, livestock facilities, fields and wooded areas. The technicians then develop an environmental assessment and identify financial assistance for these projects.

The TMDLs will provide the quantitative pollutant load reduction estimates and a set of pollutant reduction and watershed management strategies to achieve water quality standards for the impairments within the watershed. Strategies for protecting the unimpaired waters within the watershed will also be included.

Water chemistry monitoring will be conducted at a wide range of flow conditions with emphasis of collecting samples during periods of moderate and high flows after runoff events, as defined in the Watershed Pollutant Load Monitoring Network (WPLMN) Standard Operating Procedures and Guidance. The data collected will be submitted to the Minnesota Pollution Control Agency (MPCA) and used in the FLUX32 model for calculating pollutant loads.

The purpose of this effort is to create an educational video that will “bring to life” geo-scientific information related to groundwater movement in southeast Minnesota. It is anticipated that the video will be used at meetings and other events related to water resource management and natural resource issues. This project will focus on stream sample collection in 2 different watersheds in Goodhue County. Sample locations on streams will utilize existing STORET station ID sites along the North Branch of the Middle Fork of the Zumbro River and Hay Creek. The Middle Fork flows from the Kenyon area east to the City of Pine Island and drains roughly 40,000 acres. Hay Creek is a ~17,000 acre watershed that drains agricultural land and rolling hills between the town of Goodhue and Red Wing.
