The Conservation Partners Legacy Grant Program, managed by the Department of Natural Resources, provided 56 competitive matching grants to non-profit organizations and governments, appropriating all the available ML12 funds.
On behalf of the Metropolitan Council, Environmental Financial Group Inc. generated a matrix of water conservation programs with detailed information about the costs and benefits of the programs. Tools were also developed to allow users to calculate potential water savings, estimate program implementation costs, and test the effects of various water conservation programs and rate structures.
The Wright Soil and Water Conservation District has partnered with the Crow River Organization of Water (CROW) and the Natural Resources Conservation Service on this comprehensive sediment reduction project to focus on stabilizing five of the most active gully erosion sites on the Crow River. A LiDAR study and follow up field inspection identified 15 priority sites within the study area. This particular area was chosen due to the high level of turbidity and low dissolved oxygen within this stretch of the Crow River.
This project will complete a Watershed Restoration and Protection Plan for the Lower St. Croix River that provides quantitative pollutant load reduction estimates and a set of pollutant reduction and watershed management strategies to achieve water quality standards for all impairments within the watershed, and that are understood and adoptable by local units of government and other stakeholders.
This project will support the development of whole farm conservation plans for ten (10) agricultural producers within the Sunrise River Watershed. The conservation plans will be used by the farmer and the Chisago SWCD to develop an action plan to address the resource concerns identified as part of the AgEQA program. The overall goal of the program is to prioritize conservation practices that will improve the overall water quality of the Sunrise River.
This project will complete a comprehensive study, following a rational, step-wise process of data analysis, response modeling and comparison to the water quality standards, followed by impairment diagnosis, modeling of improvement and protection options, and development of a WRAP Report and Implementation Plan for Sunfish lake, Thompson lake, Pickerel lake, and Rogers lake.
This project will provide Agency staff, local partners and the citizen volunteers with a framework for building local capacity to design civic engagement and communication / outreach efforts. This will contribute to meaningful and sustained public participation in surface water protection and restoration activities throughout the watershed. MPCA staff, local partners and citizen volunteers will also be able to integrate the results of the biophysical and community assessment into strategies for improving water bodies on the MN 303d List of Impaired Waters
This project includes project planning, coordination, stream reconnaissance, and begins the effort towards civic engagement/outreach components of the South Fork Crow River Watershed project. Phase I will focus towards the development of project teams, identifying stakeholders, developing an initial civic engagement strategic plan and conducting limited lake and stream monitoring.
The goal of this project is to develop a phosphorus TMDL for the six impaired lakes in the southwest portion of the Rice Creek Watershed District; Island Lake, Little Lake Johanna, Long Lake, East Moore Lake, Pike Lake and Lake Valentine.
The primary focus of this project is the collection of lake core samples to aid in the completion of lake TMDLs for Dean, Malardi & Fountain lakes. This work will enable completing tasks included in the North Fork Crow River Watershed Restoration & Protection Project (WRPP). Additional data collection is needed to update lake response models. This new data will provide a cohesive and comprehensive data collection for Dean, Malardi and Fountain lakes.
This project will complete spatial and temporal revisions , recalibration and validation of 7 watershed HSPF models. These fully functioning calibrated validated executable models will simulate hydrology, sediment (sand, silt, and clay), temperature, phosphorus, nitrogen, dissolved oxygen, biochemical oxygen demand, and algae at the 12-digit HUC subbasin scale (or finer).
This project will set water quality goals for the Minnesota portions of the watershed, recommend allocations for achieving total maximum daily loads where waters do not meet Minnesota state standards and are listed as impaired, and recommend management strategies for those Minnesota waters meeting state standards. This project also recognizes that as monitoring continues in the watershed, additional impairments may be identified.
This project will construct, calibrate, a set of HSPF watershed models covering the entire area of the Lake of the Woods drainage, including the Rainy River watershed. The consultant will produce HSPF models that can readily be used to provide information to support conventional parameter TMDLs. The consultant will clearly demonstrate that these models generate predicted output timeseries for hydrology which are consistent with available sets of observed data.
This project will construct, calibrate, and validate an HSPF watershed model for the Zumbro River watershed. The consultant will produce HSPF watershed models that can readily be used to provide information to support conventional parameter Total Maximum Daily Load (TMDLs). The consultant will clearly demonstrate that the models generate predicted output timeseries for hydrology, sediment, nutrients, and dissolved oxygen that are consistent with available sets of observed data.
This project will complete a pollutant source identification and subwatershed information report and support the development of a Draft Restoration and Protection Plan (RAPP). It will also support the devlopment of a Implementation Plan that will identify target areas for BMP implementation for bacteria reductions.
This project will provide the MPCA, CCWD, and all other stakeholders the information and tools necessary to improve the water quality within Coon Creek Watershed District. The improvements will take place using targeted activities throughout the watershed to reduce the primary biological and chemical stressors. In turn, the reduction of these stressors will help to reduce overall loadings of sediment, turbidity, total phosphorus, and E. coli bacteria.
This project Phase will collect data, background information, and watershed characteristics within the Red Lake River watershed. This information will be documented within the framework of early draft TMDL Reports (with background information, but no load calculations) for impaired reaches within this watershed and early draft protection plans for the areas in the watershed that are not currently impaired.
TMDL project in the Chisago Lakes Lake Improvement District that will develop a watershed based plan and provide strategies for water quality and aquatic ecosystem management, restoration, and protection within Sunrise River Watershed. This project will also aid in understanding the Phosphorus loading to Lake St. Croix.
Implementation activities proposed as a part of this project include water quality monitoring, biotic surveys, sediment core sampling, mechanical treatment of curly-leaf pondweed (in accordance with regulations and permitting), an iron-enhanced sand filter, with a high capacity multi-stage outlet weir and 40,000 pounds of iron filings and stakeholder involvement in the design process and educational presentations.
This project will allow for outreach programs to engage interested citizens in protecting 200 acres of riparian buffer in the headwaters of the watershed, accounting for 1860 tons of sediment prevented from reaching surface waters each year the practices remain in place. The desired outcome would include 30 or more participants in the program, and to develop a more extensive volunteer base.

We used a programmatic approach to achieve prioritized aquatic habitat protection, restoration, and enhancement for lakes, trout streams, and rivers across all LSOHC planning regions of Minnesota.
At the public drainage system scale, Faribault County will develop comprehensive Multipurpose Drainage Management Plans that focus on traditional and innovative conservation practices to reduce on-field and in-channel peak flow and erosion with enhanced water quality and wildlife habitat benefits. Planning will occur in conjunction with an established Redetermination of Benefits (ROB) schedule or as initiated through the petition process.
The Why Treaties Matter exhibit made possible by previous Legacy funding explores the relationships between Minnesota's Dakota and Ojibwe tribes and the United States Government. The Minnesota Indian Affairs Council and the Humanities Center will take the work and impact of the exhibit deeper by creating a curriculum to complement the exhibit.
On behalf of the Metropolitan Council, Barr Engineering Company developed maps and supporting information to characterize the relationship between surface waters and groundwater, identifying surface waters most likely to be impacted by groundwater withdrawals in the region. This project also provided guidance on effective resource monitoring strategies and costs for each type of surface water feature.
To produce a new exhibit on early county healthcare, the Beltrami County Historical Society (BCHS) drew from primary records in local and state repositories and used the funds for the research and development phase of the exhibit. The exhibit follows the path of early healthcare in Beltrami County including traditional healing, the history of North Country Hospital and Lake Julia Sanatorium to dentistry.
The Children’s Museum of Southern Minnesota (CMSM) will complete the innovative community engagement process started with the previous Legacy grant. CMSM will build upon the progress created with the previous Legacy grant by transitioning the team's focus to carrying-out of strategic access strategies that engage a diversity of community members in the exhibit development process, resulting in the completion of fabrication plans for exhibits and environments that are accessible; engaging; and reflect the diverse art, culture, and heritage of southern Minnesota.
To connect fairgoers with Minnesota history through storytelling and a dog sled exhibition. Paul Bunyan, portrayed by David Ward, told about legends involving his life as a lumberjack. The Iron Will Dog Sled exhibit displayed the actual sled used in the movie Iron Will, which was filmed in Northeastern Minnesota.
Faribault County Soil and Water Conservation District will develop a mini-grant program to partner with area non-profits, community groups and lake associations to implement stormwater management practices that will intercept, treat, filtrate and/or infiltrate runoff that will reduce phosphorus and sediment loads into high priority and TMDL impaired waters in Faribault County. This program would provide cost-share and technical assistance to enable these organizations to go beyond planning and take action to protect our water resources.
Currently, there are approximately 5,050 feedlots with fewer than 300 animal units that need to come into compliance with State feedlot rules. Clean Water Feedlot Water Quality Management Grant funds are being used to provide financial assistance to landowners with feedlot operations less than 300 animal units in size and located in a riparian area or impaired watershed.
